CARES Act Emergency Grant
[accordion autoclose=”false” openfirst=”false” openall=”false” clicktoclose=”true” tag=”h4″]
[accordion-item title=”What is the CARES Act Emergency Grant?” class=”accordion-caret”]The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) include Higher Education Emergency Relief Fund (HEERF) for affected K-12 schools, higher education institutions, and students. The CARES Act specifically designates funds for postsecondary education students and institutions.
Commonly referred to as CARES funds, the College has disbursed student emergency grants as a result of several federal acts since March 2020. Those acts include the CARES Act, HEERF 2.0, and the American Rescue Plan. Each act has allowed the College to support students affected by the pandemic through monetary emergency aid grants
Please click here to learn more about CARES Act Student Funds/Higher Education Emergency Relief Fund directly from the U.S. Department of Education (DOE).
[/accordion-item]
[accordion-item title=”Why are these funds being disbursed?” class=”accordion-caret”]Because of the coronavirus pandemic, CGTC announced a transition to modified course delivery on March 13, 2020. At that time, courses not already delivered via distance education transitioned to distance education or technology-enhanced course delivery where feasible, and many students had to adjust quickly to this transition. The College recognizes that all students may not have had the required technology and tools to effectively complete coursework via distance education and that the COVID-19 Pandemic has impacted many students in multiple ways. The federal government has continued to approve funding to assist students during the ongoing pandemic through emergency aid grants. These grants will be disbursed using a methodology based on federal guidelines and approved by college leadership until funds are exhausted.
[/accordion-item]
[accordion-item title=”Who will receive the funds?” class=”accordion-caret”]
Eligibility guidelines provided by the Federal government have changed with different iterations of the emergency relief grant funding. The most recent guidance provided through the American Rescue Plan allows for eligibility for most students based on need.
At CGTC, two categories of students are ineligible for funding. Students who participate in the Department of Corrections/CGTC Re-Entry Services credit programs are not eligible for funds. Also, students who are coded as transient students are ineligible. These students should inquire with their home institution regarding emergency relief funding. All other categories of students are deemed eligible. However, a student’s unique circumstances could affect eligibility. For questions, please contact the Communications Center at 478-988-6800.
Students can opt to have the emergency relief funds applied directly to student account balances. To do so, students should access Banner Self Service through the Single Sign On (SSO) dashboard and select CARES Act Authorization.
Note, if a student completely withdraws for the term, the student becomes ineligible for the emergency aid grant and funds must be returned. If funds are not returned, the amount received will be added to the student balance.
[/accordion-item]
[accordion-item title=”How much will each eligible student receive and how will CGTC distribute CARES Act funds?” class=”accordion-caret”]The emergency student aid grant acts have provided institutions with significant discretion on how to award this emergency assistance to students. This means that each institution may develop its own system and process for determining how to allocate these funds. The only statutory requirement is that the funds be used to cover expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance, such as food, housing, course materials, technology, health care, and childcare).
The U.S. Department of Education (DOE) has encouraged colleges to consider students with financial needs and to ensure that emergency financial aid funds “are distributed as widely as possible.” Therefore, the College has developed a plan for the American Rescue Plan funds to be disbursed to eligible students in the following amounts per full term until funds are exhausted:
Pell Eligible students: $325
Non-Pell Eligible Students: $321
Dual Enrollment High School Students: $100
Eligible Adult Education Students: $100
